我提一点个人的看法：
1. income 一词指“收入”，实际指钱的多少，钱的数量。习惯上很少用much或more修饰，一般用large, small, high, low等形容词修饰。例如：
His large income enabled him to live in comfort.
他那丰厚的收入使他可以过舒服的生活。
It's difficult raising a family on a small income.
依靠微薄的收入是很难养家的。
I pity anyone who has to feed a family on such a low income.
我同情任何需要以如此微薄的收入养活全家的人。
The tax policy favors those with a high income.
税收政策有利于那些高收入的人。
2. People's income in 1997 跟 theirs in 1979 比较，这种表述欠妥。theirs可以表示their income，但是这个their不能再次指前面的people，而是指另外的人。那么，这里的thiers 就属于指代不明。这时，我们要用that替代前述内容。
据此，翻译如下：
People's income in 1997 was fourteen times as large as that in 1979.
3. 因为income 本身就表示“量”的概念，类似size, length, speed, price，population 等词的用法，所以，可以不用times as large as ...结构，而直接用...times + the income of 1979，或者...times that of 1979 来翻译。
