There is to have与There is going to be的区别

老师，这题答案是D，我选择了B。我选B（is to have）的原因是：be to do 表示有计划、安排、不轻易改变。我认为数学测试的安排是不会改变的，所以我才选择了B。老师能否帮忙我分析这题我哪里理解错了呀？谢谢。

表示在某时、某地“有”，应该用 there be / there is / there are / there will be / there was / there were / there is going to be，不能用 there have / there is to have / there is going to do，所以，答案应该是 D。
