agree that 和 agree with what sb said

agree with what sb said 是一个特殊疑问词引导的从句。但 agree that 后直接加从句，为什么要 with 呢？

老师，我的疑问是：agree 明明是一个不及物动词，agree that 后加的是宾语从句不是矛盾了吗？
