management前用不用冠词的问题

management 前有时用定冠词，有时不用定冠词，但在绝大部分情况下，是不用冠词的，请问这有什么规则吗？比如下面这句：

There needs to be a closer dialogue between management and staff.

可以这样改一下吗？

▲management作“管理层，管理部门，经营者，资方”解，是集合名词。用作主语时，其谓语动词可用单数形式，也可用复数形式。在句中作主语时应加定冠词，做其他成分时可以无冠词。（You can refer to the people who control and organize a business or other organization as the management.）

The management is doing its best to improve the situation.管理部门正在竭尽全力改善局面。

We need to get more women into top management.我们需要让更多的女性进入高层管理。

在并列的表达中，如：management and staff，both management and staff，between management and staff中，为了简练可以省略冠词，并非说必须省略。如：

Talks between management and unions have collapsed.  资方和工会的谈判失败了。

The whole dispute comes down to a power struggle between management and trade unions. 全部争论其实就是资方与工会间的权力斗争。

▲management表示抽象含义，是不可数名词，意为“管理，经营”，根据需要，特指时可加定冠词：Management is the control and organizing of a business or other organization.  如：

The zoo needed better management rather than more money.这座动物园需要更好的管理，而不是更多的资金。

The dispute is about wages, working conditions and the management of the mining industry.这场争论围绕着工资、工作条件以及矿业管理展开。

Management has / have offered staff a 3% pay increase.
