为什么一个带 to 一个不带，难道一个及物一个不及物么应该都一样才对吧？

explain 是及物动词。其实，这两个都带to，你仔细看看：
1. explain sth to sb
2. explain to sb sth
但不可以跟双宾语，不能说：explain sb sth。
句型2是句型1的变式，有时因为explain 的宾语太长而后置。
例如：
He explained the reason to us. 他向我们解释了原因。
He explained to us the reason why he was late. 他向我们解释了迟到的原因。
曾老师：
解释某事explan之后接事物作宾语；向（对）某人解释，接to sb.作状语。向某人解释某事，用explain sth. to sb.。如果宾语较长，常把状语to sb.插在谓语和宾语之间，即explain to sb. sth。如：
How would you explain colour to a blind person? 你如何向盲人解释颜色？
The worker explained to me how the machine worked. 那位工人给我讲解这台机器如何运用。
▲ 英语中能这样用的动词还有很多。如：
She said to him that she wanted to go to town. 她对他说她想去城里。
They hinted to us that they would take our suggestion. 他们向我们暗示说,他们将采纳我们的建议.
She whispered to me that his temperature was up again. 她低声对我说他的体温又上升了。
He confided to me that he felt like he was being punished. 他向我诉说他觉得自己像是在受罚。
I suggest to them that they set about work immediately. 我向他们建议他们立刻着手工作。
