老师说，如果 or not 不是直接与 whether 用在一起，也可以用 if…or not 的形式。如：
He asked whether or not I wanted to insure my luggage.
=He asked if I wanted to insure my luggage or not.
他问我是否要给行李保险。
我的疑问是：如果没有 whether, if 的话，能否单独用 or not 来表示“是否”。如：
We’ll go abroad or not for our holiday depends on how much it costs.

【答】不能。在名词性从句当中是不能的。
1. whether 本身表示“是否”之意，它是由“一般疑问句”成为“名词性从句”的变式。例如：
“Is she your girlfriend?”
He wondered (didn’t know, asked) whether she was my girlfriend.
2. or not与whether连用，是用来强调“是否”之意的，用不用均可。例如：
He wondered (didn’t know, asked) whether or not she was my girlfriend.
He wondered (didn’t know, asked) whether she was my girlfriend or not.
3. 刚才说了，or not无关紧要，它只是用来强调“是否”的。真正的从属连词是whether，没有whether就无法引导名词性从句，你的句子“我们是否到国外度假要取决于费用。”从关系上看，“我们是否到国外度假”在句中充当了主语从句，引导主语从句的连词是不能省略的，尤其是有语义的whether。没有连词是不行的！名词性从句省略连词仅限于引导宾语从句的that。其他一般不可以的！
4. We’ll go abroad or not for our holiday depends on how much it costs.
改为：Whether we’ll go abroad or not for our holiday depends on how much it costs.
We’ll go abroad or not for our holiday according to the cost. （病句）

(特别备注2：如果句子有1个连词，即句子会出现2个谓语动词，如果句子有2个连词，句子会有3个谓语动词，如果句子有3个连词，句子会有4个谓语动词，依次类推，如果连词个数为n个 那么谓语动词个数为(n+1)个。这个是永远都不会改变的，适用于任何复合句和并列句.）
（备注3：连词可以省略情况主要是在以下2种情况下）
A:动词后的that宾语从句“连词that”可以省略
B:在定语从句充当宾语的关系代词"that/which/who/whom“可以省略;但是直接放在介词后作宾语的关系代词which/whom除外; 即介词 +关系代词which/whom情况除外）
