请问这里为什么不用定冠词？这里的2600 cars 不是表示特指吗？

你的句子加不加定冠词都可以。因为当 all后接“数词+复数名词”时，加不加the都表示特指（但从使用的实际情况来看，the多半是省略的）。又如：
