主句用来现在进行时态，只说明主语现在情况，与其它情况无关。
建议不提倡那样使用，since +时间点，引导时间状语从句，是说明主句从过去某一时间到现在的情况。通常使用，现在完成时或者现在完成进行时态。
I am learning English since I saw you a year ago.(这句话指描述了，只从1年前见到你之后，现在目前主语的状态或者主语目前解答正在做某事，其它过去时间具体在作什么，没有提起。）
（例如: 今天2017年，主语是在2015年见到你，用现在进行时态时态，指表示最近几个月主语，在做什么，至于2015年到最近这个时间，中间时间段，做什么，没有说。因此听话者也不知道。）
应该改为：
(1)I have been learning English since I saw you a year ago.
(2)I have learned English since I saw you a year ago.
以上1/2句都表示自从1年前见到你之后一直持续到现在，主句在做某事，第1句更强调动作一直没有中断性持续进行。
总结：带有(since sb did sth)时间状语从句，其主句用现在进行时态，与用现在完成时态/现在完成进行时态，其区别很大。(用现在完成时态,等于告诉听话者从见到你之后,一直到现在主语在做什么。）
